Had a similar issue and deleted the entire vCenter. I'll want to nuke and reinstall the hosts at that point anyway. Considering skipping to 7.0 once I have confirmation that our backup solution supports it. Still haven't bothered to upgrade the hosts to 6.7. Only took a few hours to deploy them and get them configured. And instead of spending a few hours dealing with support, I used it as an excuse to nuke the old vcenters (that'd been upgraded from 6.0) and move to VCSA 6.7. Thought I'd fixed it and still got bit by it. Expired SSL certificates are pretty common these days and it shouldn't take a TSE long to help you resolve the issue. If you have an active support contract, I highly recommend you open a support ticket.
